Finally have the welcome page for TacScape up and running.

Im moving to get the site structure flushed out and ready for reviewing. With this project i had some difficulty with different version os Internet Explorer. Chrome, Firefox, and Opera behaved correctly, but IE was a bit tricky.

Conditional statements specifically for the different versions of IE did the trick though.
